Tender Description
Comsats University Islamabad (Sahiwal Campus) is procuring printing and display services for panaflex advertisements on billboards at approved locations in Sahiwal and surrounding cities in Punjab. The contract covers a one-month campaign period starting July 22, 2026, aimed at outdoor advertising for the Fall 2026 admissions campaign.
The scope includes printing high-quality panaflex material of size approximately 60 ft by 20 ft, installation, maintenance, and replacement of flex material twice during the campaign on 12 billboards across 9 locations including Sahiwal, Okara, Pakpattan, Khanewal, Bahawalnagar, Mian Channu, Depalpur, Chichawatni, and Arifwala. The printing must be vibrant, fade-resistant, and free from defects, while installations must comply with safety standards and remain stable throughout the display period.
Eligible bidders must have at least three years of experience in outdoor advertising and billboard management, be registered with FBR and PRA, and provide documentary evidence of similar completed projects and current billboard site management. Bidders should submit their bids electronically via EPADS v2.0 by July 8, 2026, 2:00 PM, with a bid security in the form of Pay Order or Call Deposit submitted physically to the university office in Sahiwal.
The technical bid must include a list of proposed billboard locations with photographs, proof of location authorization, and geo-tagged photos after installation and artwork changes. The university reserves the right to inspect and approve billboard locations and reject unsuitable sites. Payment will be made upon satisfactory completion and submission of required evidence.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and submit all required documents and bid security before the deadline to avoid disqualification. Also, carefully verify billboard locations for visibility and compliance to avoid rejection and ensure smooth contract execution.
