Procurement of 200KVA Distribution Transformer by Hyderabad Electric Supply Company (HESCO)

The Hyderabad Electric Supply Company (HESCO) invites sealed bids from eligible and qualified bidders for the procurement of 200KVA Distribution Transformers under Tender No. 1974/26. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically. Manual submissions will not be entertained. Items being procured: - LOT-I: 358 Nos. of 200KVA Distribution Transformers - LOT-II: 357 Nos. of 200KVA Distribution Transformers The transformers must comply with WAPDA/PPMC/NTDC standard Specification No. DDS-84:2020 (amended to date). The delivery location is Regional Store HESCO, Hyderabad/Jamshoro & Nawabshah with a delivery schedule of 90 days. The procurement will follow the Least Cost Based Selection (LCBS) technique considering the Total Owning Cost (TOC) which includes the quoted price and guaranteed losses. Eligibility criteria include registration with FBR and ATL, pre-qualification with HESCO/DISCOs/NTDC/PPMC/WAPDA, submission of bid security, and compliance with technical specifications. Bidders must also submit various documents including supply records, litigation history, and integrity pact forms. The bid security must be submitted in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft. Performance security of 5% of the contract price is required upon award. Bids must be submitted online on EPADS v2.0 by September 28, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. Technical and financial bids will be evaluated based on compliance and lowest evaluated TOC. Partial deliveries and payments are allowed. The procuring agency reserves the right to reject any or all bids without assigning any reason.
