Procurement of ACSR OSPRAY Bare Steel Reinforced Electrical Cable

The Hazara Electric Supply Company (HAZECO) invites sealed bids from eligible and qualified bidders for the procurement of ACSR OSPRAY bare steel reinforced electrical cable as per WAPDA/NTDC specifications (P-50:88 amended to date). This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The delivery location is HAZECO Regional Store Abbottabad with a delivery schedule of 90 days. The quantity required is 46.91 kilometers of ACSR OSPRAY cable. Items being procured: - ACSR OSPRAY bare steel reinforced electrical cable (46.91 Km) The technical scope includes compliance with NTDC/WAPDA/PPMC specifications amended to date. Inspection of the material will be carried out at the supplier's premises by the Chief Engineer (MI) PPMC Lahore jointly with CEO HAZECO Abbottabad or authorized representatives. The supplier must provide all reasonable facilities for inspection and deposit 0.5% of the material cost as a non-reimbursable inspection fee. Rejected materials must be replaced at the supplier's expense without extension of delivery time. Eligibility criteria require bidders to have valid FBR registration (NTN), relevant experience with DISCOs or WAPDA formations for similar or higher rating materials, and no blacklisting by NTDC, WAPDA, DISCOs, GENCOs, or any government entity. Joint ventures are allowed with up to two members, and bidders must submit a bid security in the form of Call at Deposit or Bank Guarantee. Bids must be submitted online via EPADS v2.0 by Tuesday, October 20, 2026, at 10:30 AM. Manual submissions will not be accepted. Bid opening will occur on the same day at 11:00 AM on EPADS v2.0. Bidders must register on EPADS v2.0 to participate. The procurement will follow the Least Cost Based Selection (LCBS) method.
