Tender Description
The Peshawar Electric Supply Company (PESCO) through its Material Management department invites qualified and experienced Chartered Accountancy firms to submit proposals for the appointment of Statutory Auditors/Chartered Accountants for the financial year 2026-27. This procurement is conducted under the Least Cost Based Selection (LCBS) method using the Single Stage One Envelope procedure via the e-Pak Acquisition and Disposal System (EPADS) v2.0.

- Appointment of Statutory Auditors / Chartered Accountants for FY 2026-27
The scope includes conducting the statutory audit of PESCO in compliance with the Companies Act, 2017, reviewing the Statement of Compliance with SECP Public Sector Entities Corporate Governance Rules 2013, and other regulatory requirements under the SOE Act 2023. The audit will cover physical verification of fixed assets, stores, cash & bank balances, reconciliation of receivables, subsidy claims, retirement benefit obligations, and internal controls assessment across PESCO's head office and field formations.
Eligible firms must be registered with the Institute of Chartered Accountants of Pakistan (ICAP) holding a satisfactory Quality Control Review (QCR) rating, registered with the Audit Oversight Board (AOB), and must have relevant public sector audit experience within the last five years. Firms must also hold valid tax registrations and must not have conflicts of interest or blacklisting by regulatory authorities.
Proposals must be submitted online via EPADS v2.0 by 10:00 AM on Friday, September 4, 2026. Financial proposals will be opened the same day at 10:30 AM. Manual submissions are not accepted. Bid security in the form of Call at Deposit, Bank Guarantee, or Bid Securing Declaration is mandatory. The submission address for bid security hard copies is Room # 313, PESCO HQ, Peshawar.
