Procurement of Excavator, Tractor, Hydraulic Trolley, Water Bowser and Allied Equipment for OPF Housing Scheme Zone-V Islamabad

The Overseas Pakistanis Foundation (OPF) based in Islamabad Capital Territory is procuring essential heavy machinery and allied equipment for the OPF Housing Scheme Zone-V, Islamabad. This procurement is planned for the financial year 2026-27 and aims to enhance operational capacity at the housing scheme site. Items being procured: - Hydraulic Wheel Excavator (Doosan 200 or Equivalent, 2022-2026, approx. 15-20 tons, 140-150 HP diesel engine, bucket capacity 0.5-0.7 m3, max digging depth 4.5-5.2 meters, heavy-duty tyres) - Agricultural Tractor (Millat's Model MF-240, 50 HP with standard tool kit) - Hydraulic Tipping Trolley (3-ton capacity, compatible with MF-240 tractor) - Water Bowser (15,000 gallons, compatible with MF-240 tractor) - Road Broomer with Brush Set (Rotary broomer, tractor driven, 7 ft width) - Front Blade of Tractor (Part No. 560020, compatible with MF-240 tractor for land levelling/dressing) The technical scope includes supply of brand new equipment with specifications ensuring compatibility and operational efficiency at the OPF Housing Scheme Zone-V site. The equipment must be fresh imports or brand new models from 2022 to 2026, meeting the stated technical parameters. The procurement follows the Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004. Eligibility criteria require bidders to be registered with FBR/NTN and SECP as applicable, with valid PEC categories and experience in supplying similar heavy machinery. Joint ventures are allowed with up to two members. Bidders must submit bid security and comply with all bidding document requirements. Key dates include a pre-bid meeting on July 20, 2026, at OPF Head Office Islamabad, and bid submission deadline on July 31, 2026, at 12:00 PM via EPADS v2.0.
