Tender Description
The NADRA Regional Head Office Quetta (NADRA) invites sealed bids from eligible landowners for the procurement of land for establishing NADRA offices at 10 locations across Balochistan. This procurement is conducted under the Least Cost Based Selection (LCBS) method through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Interested bidders must register on EPADS v2.0 and submit their bids electronically by the deadline of Tuesday, September 15, 2026 at 11:00 AM PKT. Manual submissions will not be entertained.

- Mega Center Quetta: 15000 sqft commercial/industrial land at Airport Road
- EPO Site Quetta & Executive NRC Quetta: 5000 sqft commercial/industrial land at Samungli Road Shahbaz Town to Kidney Hospital
- NRC Sariab Road Quetta-1: 10000 sqft commercial/industrial land at Sariab Road, University to Gahi Khan Chowk
- NRC Quetta Central: 5000 sqft commercial/industrial land at New Sabzal Road, Spini Road

The land must meet strict technical specifications including location prominence, security, accessibility, availability of utilities (WAPDA, PTCL, sewerage, gas, water supply), and must be free from encumbrances, litigation, flood risk, and hazardous installations. Bidders must be lawful owners with valid ownership documents, including CNIC/NICOP, latest record of right (Fard), non-encumbrance certificate, mutation attested by revenue officer, and affidavits confirming clear title and possession.
The procurement process requires submission of a technical proposal with mandatory documents and a financial proposal through EPADS v2.0. Technical bids will be evaluated on criteria such as proximity to city center, availability of utilities, commercial status of land, accessibility, bank proximity, road level, and potable groundwater. Only bidders scoring at least 70% in technical evaluation will have their financial bids opened.
The successful bidders will be required to transfer ownership of the land to NADRA within 8 weeks of purchase order issuance. Payment will be made in Pakistani Rupees after transfer of ownership and possession. Late transfer penalties apply at 0.1% per day up to 10% of contract value. Bidders must submit bid securing declarations and comply with all terms and conditions outlined in the bidding documents.
