Tender Description

The Securities and Exchange Commission of Pakistan (SECP), located in Islamabad, is procuring Microsoft Office LTSC 2024 Licenses under tender reference T# 20(iv)/25-26. This procurement is specifically for the supply of Microsoft Office Long Term Service Channel (LTSC) 2024 – Professional Plus licenses, with quantities of either 300 or 600 licenses. The licenses must be integrated with SECP's existing Microsoft Licensing portal to ensure visibility and management. The technical scope requires bidders to be authorized Microsoft Partners with a valid Microsoft Partner ID and a minimum of three years relevant experience, supported by at least three work order proofs. The licenses must be genuine and compliant with the specifications outlined by SECP. Bidders must submit valid authorization from Microsoft and demonstrate their capability to deliver the required licenses. Eligibility criteria include registration with the Federal Board of Revenue (FBR) and being on the Active Taxpayers List (ATL). Bidders must also submit a bid security of Rs. 600,000 in the form of a Banker's Cheque or Pay Order. The procurement follows the Single Stage Two Envelope procedure, and bids must be submitted exclusively through the e-Pak Acquisition & Disposal System (EPADS). The deadline for bid submission is 07 May 2026 at 14:30 hours, with bid opening at 15:00 hours the same day at SECP's NICL Building, Jinnah Avenue, Blue Area, Islamabad. Contact for clarifications is Ayesha Saddiqua, Assistant Director (Admin), reachable at procurement.info@secp.gov.pk or phone 051-9195477/051-9195437 during office hours. A practical tip for bidders is to ensure that all mandatory documents, including valid Microsoft authorization and bid security, are submitted timely and correctly through EPADS to avoid disqualification. Also, bidders should carefully review the technical compliance sheet and price their bids competitively for either 300 or 600 licenses, as SECP reserves the right to purchase either quantity based on lowest evaluated bid.
