Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for its Orthopedic Department under the PSDP project titled 'Strengthening and Up-Gradation of Cardiology and other Departments' for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad Capital Territory and involves a comprehensive range of electro-medical devices including arthroscopy towers, cautery units, pneumatic saws and drills, orthopedic instruments sets, portable sterilizers, operating tables with traction accessories, plaster cutters, pneumatic tourniquets, and various orthopedic implants and accessories.
The technical scope covers supply, installation, testing, commissioning, and maintenance of these goods with a warranty period of three years for most items and one year for orthopedic instruments. The equipment must comply with international quality certifications such as FDA 510K, CE, MHLW, or ISO13485 for local instruments. The supplier is required to provide planned preventive maintenance and respond to service calls within two hours. The delivery schedule is within 120 days after issuance of the supply order, and all items must be delivered on a FOR basis to FGPC Islamabad.
Eligibility criteria include valid PEC registration for biomedical or electrical engineers, FBR/ATL registration, minimum three years of experience supplying electro-medical equipment to public sector or tertiary care hospitals, and submission of financial statements and audit reports for the last three financial years. Bidders must also submit an affidavit of non-blacklisting and demonstrate satisfactory past performance.
The tender follows a National Single Stage-Two Envelope procurement method with Least Cost Based Selection (LCBS). Bidders must register on EPADS v2.0 and submit bids electronically by Friday, June 26, 2026, at 09:00 AM. The technical bid opening will be on the same day at 09:30 AM. Manual submissions are not accepted. The bid security must be submitted physically before the deadline. The procuring agency emphasizes the importance of compliance with all technical specifications and timely submission of all required documents.
A practical tip for bidders is to ensure early registration on EPADS v2.0 and to prepare all technical brochures, quality certifications, and authorization letters in advance. Timely submission of the original bid security is critical to avoid disqualification. Familiarity with the detailed technical specifications and warranty obligations will enhance the chances of success in this competitive procurement.
