Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for the Cardiology Department under the PSDP project titled Strengthening and Up-Gradation of Cardiology and other Departments for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad Capital Territory and includes a comprehensive range of medical devices such as Medical ICU Beds, ECG machines, Defibrillators, Echocardiographic machines, Portable Echocardiography Machines, Cardiac Monitors, and a complete Angiography System (Cath Lab) with related radiation protection equipment.
The technical scope covers advanced electro-hydraulic moveable beds with multiple positioning features, 12-channel ECG machines with color touch screens and built-in interpretation software, biphasic external defibrillators with AED facility, high-definition echocardiography systems with multi-frequency probes, and multiparameter vital sign monitors. The Angiography System includes a ceiling-mounted single plane angiography machine with digital flat panel detectors, hemodynamic monitoring, power injectors, intravascular ultrasound, and other essential accessories. Radiation protection equipment includes lead aprons, thyroid shields, and lead glass for operator safety.
Eligibility criteria require bidders to have PEC registered biomedical engineers, FBR/ATL registration, and a minimum of three years' experience supplying electro-medical equipment to public sector or tertiary care hospitals. Bidders must provide quality certifications such as FDA 510K, CE, or MHLW, and warranty declarations covering parts and services for up to ten years post-installation. Financial capability is assessed with a minimum annual turnover of PKR 20 million for FY 2024-25. The procurement follows a Least Cost Based Selection (LCBS) method.
Key dates include bid submission deadline on Friday, June 26, 2026, at 09:00 AM via EPADS v2.0, with bid opening at 09:30 AM the same day. Manual submissions are not accepted. Bidders must submit bid security in the form of Pay Order or Call Deposit before the deadline to the Federal Government Polyclinic Islamabad office. The contract includes onsite installation, testing, commissioning, and a minimum six-week end-user training period.
A practical tip for bidders is to ensure timely registration and submission on the EPADS platform, as manual bids are disqualified. Also, prepare all technical brochures, quality certifications, and warranty declarations meticulously to avoid disqualification. Early preparation of bid security and compliance with all eligibility criteria will enhance chances of success in this competitive procurement.
