Purchase of Stationery Items for FY 2026–27

The Pakistan Military Accounts Department (PMAD) through its Controller Military Accounts (ISO) office in Rawalpindi invites eligible bidders to participate in the procurement of stationery items for the financial year 2026–27. This procurement is conducted under a National Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004. Delivery is to be made at CMA Complex, Bakery Road, Rawalpindi within 27 days of supply order issuance. The supplier must deliver within 3 days of order or within 24 hours in emergent cases. Prices quoted must be inclusive of all taxes, duties, transportation, loading, unloading, and other charges up to the delivery point. The quoted unit rates shall remain firm during the contract period except for changes in government taxes or duties. Eligibility criteria include valid FBR NTN Certificate, Sales Tax Registration, active taxpayer status, valid business registration, and bid security in the form of a Banker's Cheque or Bid Securing Declaration. Bids must be submitted online via EPADS v2.0 by 11:00 AM on September 21, 2026, with bid opening at 12:30 PM the same day. Technical and financial bids will be evaluated based on LCBS.
