Re-Carpeting, Drainage, Water Supply, and Maintenance Works by Cantonment Board Peshawar

Cantonment Board Peshawar invites bids through the e-PADS portal for multiple original works based on the MES Schedule of Rates 2025 (amended to date). These works include re-carpeting, drainage construction, water supply pipe provision, and annual repair and maintenance of buildings, roads, drainage, and water supply systems within the Peshawar Cantonment area. The projects are to be executed under a Single Stage Two Envelope Procedure as per Rule 36(b) of PPRA Rules 2004 (amended). Items being procured: - Re-Carpeting of Sahibzada Gul Road from Mall Road to Shaheen Chowk (Estimated Cost Rs. 35.860 Million) - Re-Carpeting of Dabgari Garden Chowk Road from Police Station to BRT Shopping Mall (Rs. 11.80 Million) - Construction of storm water drain at Tipu Sultan Road and Liaqat Bazar Street to Sunehri Masjid Road (Rs. 7.490 Million) - Construction of drain and street at Sunehri Masjid Colony, S.M Road (Rs. 7.500 Million) - Provision of PE pipe 75mm dia and 110mm dia at Lala Ayub Lane, Tipu Sultan Road and S.M Road, Saddar (Rs. 5.220 Million) - Provision of Water Supply PE pipe 63mm at 29 The Mall Street (Rs. 1.195 Million) - Providing/Laying of water supply pipeline (G.I) 150 mm dia at Shaheed Bazar, Bari Lal Kurti (Rs. 1.66 Million) - Provision of Tuff tile at 29 The Mall Street (Rs. 3.813 Million) - Extension/Improvement/Upgradation of CB Mosque Veranda (Rs. 7.542 Million) - Uplifting and Extension/Fabrication of Parking Shed at CB Office (Rs. 3.410 Million) - Annual repair/maintenance of Cantt Fund Buildings (Rs. 25.00 Million) - Annual repair/maintenance of Cantt Fund Roads/Streets (Rs. 35.00 Million) - Annual repair/maintenance of Cantt Fund Drainage and Sewerage (Rs. 15.00 Million) - Annual repair/maintenance of Cantt Fund Water Supply (Rs. 25.00 Million) - Annual Miscellaneous Public Improvement Works including civil works, LED street lights, traffic signals, and sign boards (Rs. 75.00 Million) The scope covers civil works such as road re-carpeting, drainage construction, pipe laying for water supply, building maintenance, and public improvement works including electrical installations. All works must comply with MES Schedule of Rates 2025 and relevant specifications. Contractors must have valid PEC registration for 2026-27 in the relevant category and be on the Active Taxpayers List of FBR. Bidders must submit separate sealed envelopes for Technical and Financial proposals, with a 2% earnest money bid security in the form of a Call Deposit from scheduled banks. Technical bids will be evaluated on criteria including project experience, personnel capabilities, equipment availability, financial soundness, and litigation/blacklisting status. Only technically qualified bidders will have their financial bids opened. Bids must be submitted to the office at 5 – Captain Abdul Jalil Shaheed Road, Peshawar Cantonment by the closing date and time. The Cantonment Board reserves the right to accept or reject any bid under PPRA Rules.
