Pakistan Railways Headquarters Office Lahore is inviting proposals for the rehabilitation, up-gradation, financing, operation, maintenance and management of five Pakistan Railways schools located in Risalpur, Multan and Sukkur divisions. The project is offered on a Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis under a Public Private Partnership (PPP) model for a concession period of 30 years including a 2-year mobilization period. The schools include P.R Girls High School Rohri, P.R Girls High School Risalpur, P.R Girls Middle School Khanewal, P.R Girls High School Sukkur, and P.R Boys High School Sukkur. The scope includes modernizing infrastructure, improving educational quality, managing admissions and staff, and maintaining the schools in accordance with the concession agreement. Bidders must be reputable national firms or joint ventures with experience in education management and meet financial and technical eligibility criteria including PEC registration, FBR/ATL registration, and audited financial statements. The bidding process follows a single stage, two envelopes system with separate technical and financial proposals. Earnest money in the form of a bid bond is mandatory. The technical evaluation requires a minimum score of 65 marks based on experience, methodology, turnover, and net worth. Financial bids will be evaluated on the highest gross revenue share offered to Pakistan Railways.
