Rehabilitation and Upgradation of Internal Audit Branch Terminal-I at HQPAA Karachi

The Ministry of Defense / Pakistan Airports Authority (Pakistan Airports Authority (PAA)) invites sealed bids from eligible bidders for the rehabilitation and upgradation of the Internal Audit Branch at Terminal-I, HQPAA Karachi. This procurement involves comprehensive civil, HVAC, electrical, IT & telecommunication, and fire alarm system works to be executed at the Jinnah International Airport, Karachi. Items being procured include: - Civil works such as dismantling wooden partitions, plastering, flooring with porcelain tiles, wooden flooring, false ceiling, wooden and glass partitions, kitchen and toilet works, termite proofing, waterproofing, and structural concrete works - HVAC works including removal and installation of split AC units, fabrication of MS frames, refrigerant copper piping, and drainage lines - Electrical and mechanical works including installation of LED panel lights, exhaust fans, wiring, switch sockets, distribution boards, and other electrical fittings - IT and telecommunication works including installation of telecom racks, main distribution frames, telephone and data cabling, patch panels, and outlets - Fire alarm system works including installation of addressable fire control panels, smoke and heat detectors, manual call points, sounders, and fire resistant cabling The scope covers dismantling, installation, testing, commissioning, and finishing works with adherence to quality and safety standards. Bidders must comply with PEC registration requirements, FBR active taxpayer status, and other eligibility criteria. The contract duration is approximately 3 months with a bid validity of 180 days. Bids must be submitted electronically via EPADS v2.0 by the deadline of October 19, 2026, 11:00 AM. Manual submissions will not be entertained. Technical evaluation will be based on experience, key personnel, financial capacity, equipment availability, work methodology, and HSE compliance. The contract includes a 5% performance guarantee and requires adherence to the PAA HSE Manual. The contract price is fixed with no price adjustment. The contractor is responsible for structural design and drawings, technical manpower deployment, and ensuring continuity of office operations during works. One practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 platform and carefully prepare the technical proposal to meet the detailed evaluation criteria, as only technically qualified bidders will have their financial proposals opened.
