Bidders must be registered contractors on the E-PADS portal and submit bids electronically. A pay order of Rs. 3000/- is required as bid document fee. Bid security of 5% of the bid amount is mandatory in the form of deposit at call, payee's order, or bank guarantee from a scheduled bank in Pakistan. Eligibility criteria include valid PEC registration with specialization code, NTN and SRB certificates, minimum 5 years experience in similar works, annual turnover of at least Rs. 8.4 million, and possession of required equipment and qualified technical staff including civil, electrical engineers and architects.
