Repair and Maintenance of PerkinElmer FTIR Spectrometer (Spectrum II) at Chemical Engineering Department, CUI-Lahore Campus

The Comsats University, Islamabad (Lahore Campus) invites qualified and eligible bidders to participate in the procurement of Non-Consultancy Services for the repair and maintenance of the PerkinElmer FTIR Spectrometer (Spectrum II) located at the Chemical Engineering Department, CUI-Lahore Campus, Lahore. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Main Board Replacement (currently faulty and failing to detect components) - ATR Accessory Crystal Replacement (currently faulty) - Desiccants Replacement The PerkinElmer FTIR spectrometer (Spectrum II) operates in Attenuated Total Reflectance (ATR) mode with a Zn-Se Crystal and a range of 550-4000 cm-1. A warranty period of 6 months is required from the vendor. The university will retain 5% of the total invoice value as retention money, which will be released after the warranty period subject to a satisfactory report by the end user. Bidders are advised to visit the Chemical Engineering Department at CUI-Lahore Campus to inspect and diagnose the machine fault before submitting their bids to avoid any quality or specification issues. Eligibility criteria include registration with FBR and relevant experience in the field. Bids must be submitted online through EPADS v2.0 by the deadline of Tuesday, October 13, 2026 at 11:00 AM. Manual submissions will not be entertained. The bid opening will take place on the same day at 11:30 AM via EPADS. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft is required and must be submitted in hard copy to the university office before the bid submission deadline.
