Repair/Maintenance of Split AC's & Other Electronic Equipment at HEC H-9 & H-8 Islamabad Premises, 2026-2027, Re-Tender

The Higher Education Commission (HEC) Islamabad invites reputable firms and contractors registered on the Active Taxpaying List with relevant PEC registration, Income Tax and GST compliance, and a representative office in Islamabad/Rawalpindi to submit bids for the Repair and Maintenance of Split AC's and other electronic equipment at HEC premises located in H-9 and H-8 Islamabad for the financial year 2026-2027. This is a re-tender under a single stage, single envelope procedure with Least Cost Based Selection (LCBS) technique as per PPRA rules. Items being procured include a comprehensive list of repair and replacement services for various models and capacities of Pearl, Haier, Samsung, Daikin, ACSON, Sabro, Waves, Mitsubishi, Orient, and Midea air conditioning units. The scope covers PCB card repairing and replacement, blower motor and fan repairs, condenser motor and fan servicing, sensor sets, compressors, valves, switches, contactors, leak testing, gas charging, dismantling and installation of AC units, provision and installation of copper pipes, UPVC drain pipes, capacitors, kitchen hood exhausts, water dispensers, and motor rewinding among others. Quantities range from single units to hundreds depending on the item. The technical scope requires provision and installation of parts and services as per the detailed BOQ and specifications, with all work to be completed to the satisfaction of the HEC Executive Director and authorized engineers. The contract period is one year with possible extension for another year on mutual consent. A warranty/defect liability period of one year applies, with 10% of each bill retained as security. Liquidated damages apply for delays and failure to rectify faults promptly, with dedicated teams required on-site during office hours for fault rectification. Eligibility criteria include PEC registration, NTN, GST certificates, proof of representative office in Rawalpindi/Islamabad, and evidence of at least three completed HVAC repair/maintenance projects in the last ten years.
