The contract duration is 12 months from the date of issuance of the work order. Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and specialization for the year 2026-27. Active NTN and inclusion in the Active Taxpayer List (ATL) are mandatory along with valid Sindh Revenue Board (SRB) registration. Bidders must also provide evidence of minimum two ongoing and two completed similar works, details of machinery and technical staff, financial capacity certificates, and an affidavit declaring no blacklisting or litigation. The bid security is 5% of the estimated cost amounting to Rs. 523,020 and a non-refundable tender fee of Rs. 3,000 is required. Bids must be submitted electronically through the SPPRA E-Procurement System (EPADS) portal only; manual submissions will not be accepted. The original bid security instruments must be submitted in sealed envelopes to the office of the Municipal Committee Umerkot before bid opening.
