Tender Description
The Dow University of Health Sciences (DUHS), Karachi, is procuring Secondary 4G Internet GSM Connectivity Services to ensure operational redundancy and avoid dependency on a single service provider. This procurement is specific to Karachi and aims to secure 24x7 availability of 4G Internet connectivity with a minimum data package of 95GB per connection. The scope includes provision of free-of-cost devices such as portable handheld WiFi devices and branch routers with RJ-45 handoff, activation of new SIMs linked to existing DUHS numbers, out-of-warranty repair services, and a web portal for tracking usage and status of allocated numbers. The service provider must be PTA approved and hold all necessary licenses for GSM services in Pakistan. The contract is initially for two years with a possible extension of one year based on performance. Eligibility criteria include valid NTN and Sindh Sales Tax registration, at least five years in business, PTA GSM service license, and an average annual turnover of at least PKR 3 million over the last three financial years. Bidders must not be the successful provider of the primary 4G Internet GSM connectivity contract to DUHS. The tender fee is PKR 5,000 and earnest money (bid security) is PKR 100,000. Bids must be submitted online via EPADS before the deadline. Technical bids will be evaluated first, followed by financial bids of technically qualified bidders. The submission address for tender fee and bid security is the Admin Block 5th Floor, DMC Campus, Baba-e-Urdu Road near Civil Hospital Karachi. The deadline for bid submission and opening will be as per the NIT, with bid validity of 90 days. A practical tip for bidders is to ensure all mandatory documents including bid security and tender fee are submitted timely and in the prescribed format to avoid disqualification. Also, bidders should carefully review the technical requirements and ensure compliance with PTA licensing and service standards to be considered responsive.
