Procurement of Security Information and Event Management Solution (SIEM) Framework Contract for Fiscal Year 2026-2027

Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement of a Security Information and Event Management Solution (SIEM) under a framework contract for the fiscal year 2026-2027. This procurement is based in Karachi, Sindh, and aims to enhance the security infrastructure of SIEHS by deploying a comprehensive SIEM system. Items being procured: - Security Information and Event Management Solution (SIEM) based on a framework contract valid for one year The scope includes centralized log management across endpoints, servers, and cloud infrastructure; early detection of zero-day exploits, insider threats, and advanced persistent threats via threat intelligence; automated incident response workflows through built-in SOAR playbooks; compliance automation for ISO 27001, GDPR, HIPAA, PCI DSS, NIST, SOC 2; custom dashboards and reporting; scalability to 10,000+ events per second; assessment of existing infrastructure; deployment in on-premises environments; end-user and SOC analyst training; and 24x7x365 local support. The technical specifications require integration with firewalls (Fortigate), core switches (H3C), wireless LAN controllers, endpoint/XDR solutions (Trend Micro), Windows servers, databases, and critical business applications. The solution must support MITRE ATT&CK-aligned detection rules, UEBA-based anomaly detection, automated compliance reporting, and incident management workflows. Eligible bidders must be registered with federal or provincial tax authorities, listed on the FBR Active Taxpayers List, and not blacklisted. Bid security of Rs. 45,000 is required, refundable for unsuccessful bidders. The bid validity period is 90 days. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM, with hardcopy pay order submitted to SIEHS office before the deadline. The contract includes performance security of 5% of the contract value, payable via pay order or demand draft. Payment terms are 45 days credit after submission of required documents.
