Expression of Interest for Selection of Host Institution for National Hub of Excellence for Mental Health Education, Research, Training, Advocacy, Services, and Policy Innovation

The Ministry of National Health Services, Regulations and Coordination (M/o NHSR&C), Government of Pakistan, invites Expressions of Interest (EOI) from well-reputed, legally registered, and experienced institutions to serve as the Host Institution for the National Hub of Excellence for Mental Health Education, Research, Training, Advocacy, Services, and Policy Innovation based in Islamabad. This initiative aims to establish a national reference institution to provide technical leadership, promote research and policy innovation, support workforce development, and facilitate integration of mental health services across Pakistan. Items being procured: - Selection of a legally registered academic, research, or for-profit social enterprise institution - Hosting and operation of the National Hub of Excellence - Provision of technical leadership in mental health education, research, training, advocacy, services, and policy innovation The Host Institution must demonstrate expertise in mental health education, research, training, advocacy, service delivery, and policy development. It should have adequate infrastructure, financial sustainability, and the capacity to engage with federal, provincial, and regional authorities as well as international organizations. The selection process includes a detailed eligibility and technical evaluation based on institutional profile, experience, research capacity, education and training, human resources, infrastructure, partnerships, financial sustainability, strategic vision, and leadership qualifications. Applicants must submit their EOIs electronically through the e-Pak Acquisition and Disposal System (e-PADS) by the specified deadline. Manual submissions will not be accepted. The Ministry reserves the right to accept or reject any or all EOIs in accordance with Public Procurement Rules, 2004. Interested applicants are advised to carefully review the detailed EOI document available on the Ministry's website, PPRA, and e-PADS portals. A practical tip for bidders: Ensure all mandatory eligibility documents, including legal registration, NTN, audited financial statements for the last three years, and conflict of interest declarations, are complete and properly certified to avoid disqualification during the preliminary screening stage. Early submission through e-PADS is recommended to prevent last-minute technical issues.
