Outsourcing Operation and Management of Low Performing Government Colleges in Khyber Pakhtunkhwa

The Higher Education, Archives and Libraries Department of Khyber Pakhtunkhwa invites qualified organizations to submit proposals for the outsourcing of operation and management of five low performing government colleges located in Khyber Pakhtunkhwa. This initiative is part of the Collaborative College Advancement Program aimed at improving educational outcomes in these institutions while the government retains ownership and regulatory control over the colleges. Items being procured: - Operation and management services for five (05) government colleges The assignment involves comprehensive management responsibilities without leasing any part of the colleges. Funding is provided through a Per-Student Subsidy of PKR 60,000 per enrolled student per academic year, disbursed monthly at PKR 5,000 per student. Bidders are not competing on rates and no fees will be charged to students enrolled in core academic programs. Bids must include a Technical Proposal and a Financial Proposal, with the technical evaluation scored out of 100 marks. A minimum of 70 marks is required to qualify, including a mandatory presentation to the Evaluation Committee. Failure to deliver the presentation will result in disqualification. A pre-bid meeting is scheduled for 22-09-2026 at 1400 hrs at the Higher Education Complex, Rano Garhi, Peshawar. Clarifications can be requested in writing as per the annexure instructions. The bid submission deadline is 06-10-2026. Bids must be submitted via the e-PADS portal before the deadline at the KPCVE Block, Higher Education Complex, Rano Garhi, Peshawar. Late or incomplete submissions will not be accepted. This procurement is governed by the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Act, 2012. The department reserves the right to accept or reject any or all bids and to annul the process without assigning any reason. Bidders are advised to carefully review both volumes of the Request for Proposals before submission.
