Supply of Fresh Water Through Bowzers for Various Naval and Military Sites in Karachi and Gwadar

This tender notice invites applications for pre-qualification of contractors/firms by the Military Engineer Services (Navy) COMCOAST office at PNS Karsaz Karachi. The procurement involves the supply of fresh water through bowzers to multiple naval and military locations primarily in Karachi and Gwadar. Contractors must be on the approved list 'D' of MES contractors or other government departments with relevant experience. Valid Pakistan Engineering Council registration and bank statements are mandatory. Contractors not on the MES approved list must provide proof of registration with the concerned department, financial standing, staff and equipment details, and past work experience for the last two years. Earnest money of 2% of the estimated cost is required from contractors not borne on the MES approved list, refundable if not pre-qualified or unsuccessful. Applications missing required information will not be considered. The CMES (Navy) COMCOAST reserves the right to reject all bids prior to acceptance without justification. The tender submission deadline is 16 September 2026 by 1130 hours, with opening at 1200 hours the same day. Pre-qualification applications must be submitted by 09 September 2026 by 1500 hours. A practical tip for bidders is to ensure all documentation, including PEC registration, financial statements, and past performance reports, are complete and attested by a Class-I Gazetted Officer to avoid disqualification during pre-qualification.
