Supply and Installation of 20 KW Solar Systems at ATIN Khairpur and Amangarh

The National Logistics Corporation (NLC) invites experienced and qualified firms to participate in the procurement of 20 KW solar systems for supply and installation at two sites: ATIN Khairpur and ATIN Amangarh, located in Khairpur and Amangarh respectively. This tender is issued under PPRA Rule 36(b) using the Single Stage Two Envelope Bidding Procedure. Items being procured include: - 20 KW Off-grid Solar System at ATIN Khairpur - 20 KW Hybrid Solar System with net metering at ATIN Amangarh The scope covers turnkey supply, installation, commissioning, and operationalization of solar power systems with detailed site surveys, load calculations, and cost-benefit analysis. The solar panels must be Tier-1 mono crystalline, 600 Watt or above, half cut, with 24-25% efficiency and conforming to IEC standards. Inverters must be compatible with LiFePO4 battery systems, have over 98% efficiency, and meet international IEC and grid regulation standards. The project includes supply of power cables, battery systems, mounting structures, monitoring software, mobile app integration, and system accessories such as circuit breakers, disconnect switches, and lightning arresters. Eligibility criteria require AEDB registration Category C-3 or above, PEC membership Category C-3 or above, NTN/STRN registration with active tax filer status, and proven experience with turnkey solar projects of 50 KW or more. Firms must submit tender fee of Rs 2,000 and bid security of Rs 200,000 in favor of National Logistics Corporation HQ Main Account. Performance bank guarantee of 5% of contract value is required upon award. Delivery and installation must be completed within 60 days of Letter of Intent, with net metering installation at Amangarh within 60 days post-installation. Technical proposals must be submitted separately for each site and include all required documentation, OEM authorization, and compliance certificates. Financial proposals must provide detailed price breakdowns for all components and services. Late submissions or incomplete bids will be rejected. Payment terms include 100% payment after installation and commissioning at Khairpur, and 80% after installation plus 20% after net metering at Amangarh. Tender submissions must be delivered by hand or post to the Headquarters National Logistics Corporation, Harding Road, Rawalpindi, before the specified deadline. Bidders are advised to conduct site surveys prior to proposal submission as no proposal will be accepted without it.
