Tender Description
The Lahore Electric Supply Company (Material Management) is procuring an Asset Performance Management System (APMS) for distribution transformers of various ratings including 25kVA, 50kVA, 100kVA, 200kVA, and 630kVA to be installed on 10 high AT&C loss feeders in Lahore. This procurement covers supply, installation, configuration, testing, and commissioning of APMS units along with all allied materials and services as a complete end-to-end solution.
The technical scope includes provision of smart meters, enclosures, cables of various sizes, PG connectors, current transformers, breakers, oil temperature and level monitoring devices, magnetic contactors, and other accessories. The APMS must comply with PPMC-DS-01:2026 specifications and relevant DDS and IEC standards. Communication modules must be PTA approved with minimum 4G capability and backward compatibility to 2G. The system must ensure secure data transmission, integration with PITC MDM, and support for load shedding schedules. Installation will be at designated distribution transformers with proper earthing and safety compliance.
Eligible bidders must be registered with FBR, active taxpayers, and prequalified with LESCO/DISCOs/WAPDA under relevant PEC categories. Experience in supplying and installing APMS as per previous specifications is mandatory, with submission of relevant purchase orders and performance certificates. Bidders lacking prior APMS supply experience must provide an extended warranty of two additional years beyond the standard five-year warranty.
Key dates include bid submission deadline on Monday, July 6, 2026 at 10:30 AM via EPADS v2.0, with bid opening at 11:00 AM the same day. Bidders must submit bid security and comply with all documentation requirements. The contract will be awarded based on Least Cost Based Selection (LCBS).
