Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of ophthalmology equipment (Package No. 33, Lot-B) for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for advanced medical equipment including Ophthalmic YAG Laser, Slit Lamp Biomicroscope with Digital Imaging System, Operating Microscope, Optical Coherence Tomography (OCT), Auto Refractometer with Keratometer, and B Scan. The scope covers delivery on DAP basis, installation, commissioning, and a comprehensive maintenance contract including a one-year warranty and a five-year extended warranty period. The procuring agency requires compliance with international standards such as FDA 510K, CE marking, or equivalent regulatory approvals from recognized bodies. Bidders must be registered manufacturers or authorized agents with proven experience in supplying similar medical equipment in Pakistan. Technical bids must include detailed specifications, manufacturer authorization, and compliance certificates. Financial bids will be evaluated on the basis of equipment cost and net present value of extended warranty prices. The tender process follows the Punjab Procurement Regulatory Authority (PPRA) rules and will be conducted electronically via EPADS. The deadline for bid submission is 15th June 2026 at 15:00 HRS PST, with technical bids opening the same day at 15:30 HRS PST at IDAP office in Lahore. Bidders are advised to ensure earnest money in the form of bid security is submitted as per requirements. The procuring agency emphasizes the importance of submitting complete and responsive bids including all required documents to avoid disqualification. A practical tip for bidders is to carefully review the technical specifications and ensure all items and lots are quoted as partial bids will be disqualified. Early registration on EPADS and timely submission of original bid security to the IDAP office in Lahore is crucial to avoid rejection. This tender offers a significant opportunity for qualified suppliers to contribute to the healthcare infrastructure development in Islamabad with a contract governed by clear terms and conditions under the Public Procurement Rules 2004. The procuring agency reserves the right to cancel or modify the tender as per PPRA rules.
