The technical scope requires that all items meet the specified quality standards and samples may be requested by the Purchase Committee before final acceptance. Bidders must be registered with Income Tax and Sales Tax Departments and provide attested copies of CNIC, NTN, GST registration, Active Taxpayer List (ATL) status for the current date, and Professional Tax for the financial year 2025/26. An affidavit confirming the bidder has never been blacklisted by any government department or organization is mandatory. Bids must include a bid security of Rs 150,000 in the form of a Bank Draft or Pay Order in favor of the Engineer-in-Chief's Branch, General Headquarters, Rawalpindi. This security will be converted into a security deposit for the successful bidder and returned to unsuccessful bidders after contract finalization. Partial or incomplete bids will not be accepted. Rates quoted must be valid until 31 October 2026. The contract may be cancelled and the security forfeited if substandard items are supplied during the financial year, with blacklisting as a consequence.
