Tender Description
The State Life Insurance Corporation of Pakistan (SLIC), Real Estate Division, Karachi, invites bids for the supply of water through a Reverse Osmosis (RO) Plant to be installed at State Life Building No.1 & 2, Wallace Road, Karachi. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The contract is for a period of five years, extendable on mutual consent and satisfactory performance.
Items being procured:
- Supply of water through RO Plant of 30,000 gallons per day (GPD) capacity
- Installation of RO plant room with stable framed RCC structure, electrical wiring, and lighting
- Boring for water availability at minimum 100 feet depth
- Testing water samples and designing the plant
- Installation, operation, and maintenance of the plant
- Installation of pipe network for water supply to underground tanks and residue disposal
- Provision of alternate water supply through tankers in case of plant failure
The bidder will bear all costs related to construction, boring, design, installation, operation, and maintenance. State Life will provide electricity but the bidder must connect the plant to the power source and install a 3-phase meter. Water quality must have TDS less than 500 ppm. The water will be supplied daily to underground tanks of both buildings and measured via a calibrated and sealed meter. Failure to supply water will result in penalties and possible contract termination.
Eligibility criteria include valid NTN and Sales Tax certificates, affidavit of no blacklisting, and technical qualifications such as experience installing RO plants of 10,000 GPD or more. Bidders may participate individually or as a joint venture with up to two members. Bid security in the form of a Pay Order is required.
Bids must be submitted online via EPADS v2.0 by Monday, September 14, 2026, at 11:00 AM. Manual submissions will not be accepted. The bid opening will be held on the same day at 11:30 AM on EPADS. The contract will be awarded to the lowest evaluated bidder meeting all criteria.
