Tender Description
The Regional Directorate of Food Karachi Region invites bids for the transportation of approximately 300,000 Metric Tons of imported wheat from Port Qasim and Karachi Port Trust (KPT) to the godowns/PRCS of the Food Department Karachi Region. This procurement is under the Single Stage Two Envelope Procedure through the SPPRA EPADS portal.
Items being procured:
- Transportation of approximately 300,000 Metric Tons of imported wheat from Port Qasim & Karachi Port (KPT) to the Godowns/PRCS of Food Department Karachi Region
The scope includes loading/unloading proper stacking at the center/inside godowns or in open plinths to the level up to 15 to 18 bags high or in shape of Gunjee stacking, ensuring collection of sweeping stitching of torn/slack bags with cost of sutlie and other charges incurred in arranging safety measures against weather/theft/pilferage/accidental/axle load condition or any other damage. The contractor shall load and unload goods in his presence or his representatives and deliver bags and weight to the Incharge P.R. Centre/Godowns in sealed manner. The contractor is responsible for all shortages or damages and must make good any loss in accordance with the Food Department Government of Sindh Notification No.SO(W)/Recovery/2021 dated 07-05-2021.
Eligibility requires bidders to be registered with FBR and SRB for Income Tax, Sales Tax and services tax and be on the Active Tax Payer list of FBR and SRB. The bidder must provide a bid security of Rs. 15,000,000 and submit bids through the SPPRA EPADS portal. Firms must provide evidence of FBR NTN, Sindh SST, registration certificate from SECP if applicable, bank statements showing average financial turnover of last three years not below Rs. 2,000 million, and at least five years experience certificate of transportation work. Proof of minimum 5000 M. Tons daily lifting capacity duly attested by Head of Department/CEO of the other company for whom the work has been performed is required. Transport contractors already working in Food Department will provide No Dues and Performance Certificate issued from the Deputy Director Food of respective Region.
Bids must be submitted by 24-09-2026 at 02:00 PM and will be opened on the same day at 02:30 PM. The bid security will be refunded to unsuccessful bidders after awarding the contract. Successful bidders shall submit performance security at 5% of the contract value in shape of Pay Order, Demand Draft or Bank Guarantee in favor of Deputy Director Food Karachi within the specified period after acceptance of tender. The Deputy Director Food/Procuring Agency may reject any bid or proposal at any time prior to acceptance without incurring liability.
A practical tip for bidders is to ensure all required documents including affidavits on non-judicial stamp paper and specimen signatures attested by the First Class Magistrate or Oath Commissioner are complete and submitted timely to avoid rejection. Also, carefully follow the EPADS portal submission instructions and keep proof of bid security payment and tender fee.
