Tender Description
The Federal Shariat Court (FSC) Islamabad is procuring uniforms for its staff for the financial year 2025-26. This procurement includes high-quality Shalwar/Qameez, Peshawari Chappal, Waist Coats, and Beret Caps, all to be delivered at the Federal Shariat Court office in Islamabad. The scope covers measurement of staff at the office, stitching as per approved designs, packing, labeling, delivery, alteration of sizes, replacement of defective items, and complaint handling within prescribed timelines.
The technical specifications are detailed and stringent. For Shalwar/Qameez, fabric must be K.T or Wash and Wear, pure white, breathable, shrink resistant, and durable with neat stitching and proper finishing. Peshawari Chappals require genuine leather, durable soles with anti-slip properties, and neat double stitching. Waist Coats must be made of suiting quality fabric, wrinkle resistant, with proper lining and finishing. Beret Caps are to be 100% pure wool with a golden FSC monogram embroidered on the front. Samples of fabric and stitched items must be submitted before the bid opening date for evaluation.
Eligible bidders must be registered with FBR, have NTN and ATL certificates, and provide proof of at least one similar work order. Joint ventures are allowed with up to two members. Bidders must submit a bid security as per the bidding documents and comply with all eligibility criteria including non-blacklisting and valid registration. The bid validity period is 60 days.
The deadline for bid submission is Thursday, May 14, 2026 at 11:00 AM via EPADS v2.0. Hard copies of bid security must be submitted physically at the 3rd Floor, Islamabad High Court Building, G-5, Islamabad before the deadline. Bids will be opened on the same day at 11:30 AM. Manual submissions are not accepted. The procurement will follow the Public Procurement Rules, 2004 and the Quality and Cost Based Selection method.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and submit all required samples and documents well before the deadline. Proper measurement and quality control during production are critical to avoid rejection and penalties.
