Tender Description
Rawalpindi Women University invites qualified bidders to participate in a national competitive bidding process under the Single Stage One Envelope procedure for the upgradation and rehabilitation of key university facilities in Rawalpindi. The works include the upgradation and rehabilitation of chemistry labs, the upgradation of the main library, and the construction of a paved bus parking area with a paved pathway from the chemistry labs to the main road, including wall paneling of the chemistry lab.
Items being procured:
- Upgradation/Rehabilitation of chemistry labs at RWU (Estimated Cost: Rs. 4.999 Million)
- Upgradation of main Library at RWU (Estimated Cost: Rs. 4.98 Million)
- Construction of paved bus parking area, paved pathway from chemistry labs to main road and wall paneling of chemistry lab at RWU (Estimated Cost: Rs. 3.577 Million)
The technical scope covers civil works including rehabilitation, paving, and wall paneling at the university campus. Bidders must be registered with the Pakistan Engineering Council (PEC) in category C-6 and above with code of specialization CE-10. They must also be registered with Federal/Provincial tax authorities and Punjab E-Procurement System. Earnest money is required at 2% of the estimated cost for each work.
Bidding documents are available free of cost on the Punjab E-Procurement System and PPRA websites. Bids must be submitted online by 30-09-2026 before 10:30 am and will be opened the same day at 11:00 am in the presence of the Campus Construction Committee. Bidders must submit attested copies of CNIC, PEC registration certificate, active sales tax proof, professional tax, and non-blacklisting affidavit. Financial bids must be complete and submitted electronically through the Punjab E-Procurement System.
Rawalpindi Women University reserves the right to reject any or all bids as per PPRA rules. The bid security must be submitted electronically and will only be released after acceptance of the Letter of Intent and submission of performance guarantees.
A practical tip for bidders is to ensure timely online submission well before the deadline to avoid last-minute technical issues on the Punjab E-Procurement portal. Also, carefully prepare all required documents and ensure compliance with PEC and tax registration requirements to avoid disqualification.
