Uplifting and Beautification Activities in Central District Mardan

The Local Government & Rural Development Department, Tehsil (HQ) District Mardan invites sealed tenders through e-bidding on the EPADS platform for uplifting and beautification activities in the Central District of Khyber Pakhtunkhwa. Contractors must be registered with PEC in the relevant category and enlisted with the C&W Department as per the Centralized Enlistment Policy of Khyber Pakhtunkhwa for the current financial year. Bidders must also be registered with FBR, possess an active NTN, be on the Active Taxpayer List (ATL), registered with SECP, and KPRA Revenue Authority. Audit reports for the last three years must be verifiable through an assigned UDIN. Blacklisting by any government or semi-government organization disqualifies bidders. A pre-bid meeting will be held on 2026-08-21 at 11:00 am in the office of the Assistant Director (Senior) Mardan. Online clarifications are accepted until 5:00 pm on the same day. The technical proposal must include company profile, registration certificates, relevant experience, list of completed and ongoing projects, key technical personnel, owned/leased machinery and equipment, financial capability documents, and affidavit regarding non-blacklisting. The financial proposal must be submitted in the prescribed BOQ/Price Schedule, duly signed and stamped, including all applicable taxes and charges. Bid security at 2% of the estimated cost must be submitted via a scheduled bank in favor of the Assistant Director (Senior) Local Government & Rural Development Department Mardan. Bids remain valid for 84 days from the date of opening technical proposals. Only technical proposals will be opened initially, followed by financial proposals of technically responsive bidders. The contract will be awarded to the lowest evaluated responsive bidder. The procuring entity reserves the right to accept or reject any or all bids. Performance security is required before contract signing.
