The procurement covers a wide range of spares including MRAP, HINO, FIAT, DEFENDER, SUZUKI, TRACTOR, TOYOTA, ISUZU, MITS, MOTOR CYCLE parts, tyres, and batteries. The depot requires brand new items with complete documentation and compliance to technical specifications.
The scope demands suppliers to provide genuine OEM or approved brands with full technical offers including installation, training, commissioning, and software updates where applicable. The depot emphasizes strict adherence to part numbers and nomenclature, with delivery expected anywhere in Pakistan. The procurement process follows a single stage two envelope bidding procedure, requiring separate technical and commercial offers submitted in sealed envelopes. The technical offer must include detailed documentation such as proforma invoices, agency agreements, and proof of financial capability.
Bidders must ensure compliance with PEC categories and maintain valid FBR/ATL status for the financial year 2025-26. Firms should be registered with the depot or complete registration within ten days of tender opening. Earnest Money in the form of a Call Deposit Receipt (CDR) amounting to PKR 1 million is mandatory. The tender strictly prohibits conditional or incomplete offers and requires all pages to be signed and stamped. Non-compliance with submission requirements or late bids will lead to disqualification.
The submission deadline is set for 02 February 2026 at 1200 hours, with technical bids opening at 1230 hours the same day. Offers must be addressed to the Local Purchase Officer, 301 Central Base Depot EME, Golra Road, Rawalpindi. Firms should submit both hard copies and soft copies on CD/USB as per instructions.
Pro-Tip: Carefully review the tender conditions and ensure all technical and commercial documents are complete and properly signed. Also, verify the exact stamp duty and bid security requirements as per the newspaper advertisement to avoid disqualification.
