The lease period is twenty years, extendable subject to satisfactory performance and government approval. The reserve monthly rent is Rs. 300,000, with an annual reserve rent of Rs. 3,600,000 and a bid security of Rs. 72,000. The submission deadline is 30-10-2026 at 09:30 A.M., with technical opening at 11:30 A.M. on the same day.
Items being procured:
- Hiring, renovation, refurbishment, modernization, operation, management & maintenance of Working Women Hostel
- Property located at Officer Colony, Garden Road, Karachi
- Land area approximately 1,073 Sq. Yards
- Building structure: Ground Floor + Two Upper Floors
- Accommodation: 24 Family Suites
The scope includes detailed inspection and assessment of existing buildings and facilities, renovation and modernization as per approved proposals, interior fit-out, furniture, fixtures, equipment, and operational installations. Electrical, water, sewerage, drainage, HVAC, plumbing, fire and life-safety systems, security and access control, landscaping, parking, and site upkeep are also included. Compliance with all statutory, safety, environmental, and accessibility requirements is mandatory. Eligible bidders must be legally registered in Pakistan, possess valid NTN and ATL status, not be blacklisted, and demonstrate financial capacity and relevant experience. Consortiums and joint ventures are allowed with a designated lead member.
Bidders must submit technical and financial proposals separately through EPADS v2.0. The evaluation will be based on 80% technical and 20% financial/public value criteria, with a minimum technical qualifying score of 35 out of 50. Bid security and performance security requirements apply as specified. Site visits are strongly recommended with certificates to be submitted if prescribed.
This opportunity is ideal for medical/healthcare institutions, educational institutions, trusts, companies, investors, and consortia interested in operating a hostel facility with potential for medical, educational, training, or other approved uses. Bidders should ensure compliance with all bid submission requirements and prepare for a comprehensive evaluation process. One practical tip is to carefully review the technical proposal requirements to avoid inclusion of any financial information, which must be submitted separately in the financial proposal to avoid disqualification.
