Tender Description
The Overseas Pakistanis Foundation (OPF), under the Ministry of Overseas Pakistanis & HRD, Islamabad, is procuring comprehensive year-round operation and maintenance services for its HVAC system installed at the OPF Head Office Building located in Sector G-5/2, Islamabad. This contract involves the upkeep and smooth functioning of critical HVAC components including chillers, boilers, pumps, cooling towers, exhaust fans, electrical control panels, and associated equipment.
The technical scope requires the contractor to operate and maintain all HVAC plant and ancillary equipment as per the terms and conditions of the contract. The contractor must deploy a qualified team comprising one HVAC Engineer (Electrical/Mechanical) registered with Pakistan Engineering Council (PEC) under category ME01 with at least five years of relevant experience, one skilled supervisor, and two semi-skilled workers. The contractor is responsible for preventive, corrective, and emergency maintenance without additional charges for overtime unless specified.
Eligibility criteria include valid Income Tax and GST registration, PEC registration under ME01 specialization, and a minimum of five years of firm establishment. Bidders must provide proof of at least three similar contracts in government or semi-government departments within the last three years, along with financial statements demonstrating sufficient financial strength. Blacklisted firms are disqualified. The bid security of Rs. 48,000 in the form of CDR or bank draft is mandatory.
Bids must be submitted in sealed envelopes containing separate technical and financial proposals to the Additional Director (Administration), OPF Head Office, Sector G-5/2, Islamabad by 11:00 AM on 11th May 2026. Technical bids will be opened at 12:00 PM on the same day. Bidders are encouraged to inspect the site and submit a site visit certificate with their bids.
A practical tip for bidders is to ensure all required documents, including PEC certificates, tax registrations, company profile, and site visit certificates, are complete and properly arranged to avoid disqualification. Early submission and adherence to bid validity of 90 days are crucial. The contract will be awarded on the basis of lowest evaluated bid meeting all technical requirements.
