Tender Description
The Islamabad Electric Supply Company (IESCO) through its Project Management Unit (IESCO-PMU) invites bids for the procurement of civil works under the contract titled 'NCB-252 Construction of Boundary wall RCC Retaining wall and Drains at 132 kV Grid Station DHA Phase VII Rose'. This procurement is planned for the financial year 2026-27 with an estimated cost of **Rs. 68,459,987/- including FST**. The works involve construction of a boundary wall, RCC retaining wall, and drainage system at the specified 132 kV Grid Station located in DHA Phase VII Rose, Rawalpindi.

The procurement will be conducted using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004 and related regulations. All bids must be accompanied by a Bid Security as specified in the bidding documents, which can be in the form of Call at Deposit, Bank Guarantee, or Demand Draft. Alternatively, bids may be accompanied by a bid securing declaration as per the bidding documents.
Bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/103345. Interested bidders must register on EPADS v2.0 to participate in the bidding process.
The e-bids must be submitted through EPADS v2.0 on or before **Monday, September 21, 2026, 11:25 AM**. Bids will be opened on the same day at **11:55 AM** via EPADS v2.0. Manual submission of bids will not be entertained. Vendors not yet registered on the new version of EPADS v2.0 may register themselves at https://vendors.epads.gov.pk/. In compliance with Rule 48 of the Public Procurement Rules, 2004, a Grievance Redressal Committee (GRC) has been notified for this procurement. The notification copy is available on the procuring agency's website and the Authority's website at www.ppra.org.pk.
Bidders are advised to carefully review the bidding documents and ensure timely registration and submission through EPADS to avoid disqualification. Early registration on EPADS is recommended to resolve any technical issues well before the deadline.
