Construction of District Secretariat Kolai Pallas Kohistan External and Main Building Works

The Communication & Works Department Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for the construction of the District Secretariat Kolai Pallas Kohistan. This procurement is conducted under the Single Stage Two Envelope system on the E-PAD platform, ensuring transparency and compliance with KPPRA procurement rules 2014. Items being procured: - External development works - Main building works including district administration block - Masjid construction - Guard room construction The project involves comprehensive construction activities at the site in Kolai Pallas, Kohistan, including structural, architectural, and finishing works as per the approved designs and specifications. Bidders must possess valid PEC registration in category C-3 or above and be enlisted with the C&W Department. Financial soundness, relevant experience over the last five years, technical personnel, equipment capabilities, and tax compliance (NTN/Income Tax certificates) are mandatory for eligibility. The estimated cost of the project is Rs. 8,028,060 with a bid security requirement of 2% of the engineer's estimate. Contractors quoting bids up to 10% below the estimate submit 2% bid security; those quoting 10-20% below must submit an additional 8% security. Bids more than 20% below require additional security equal to the differential amount plus detailed rate analysis. Failure to comply will result in bid rejection and forfeiture of securities. Clarifications can be obtained from the procuring entity's office upon formal application and payment of Rs. 3,000 printing fee. A pre-bid meeting is scheduled for 09-09-2026 at 11:00 AM at the office of the Executive Engineer, C&W Division, Kohistan Lower. Bids must be submitted online via E-PAD by 16-09-2026 at 12:00 PM, with technical bids opened at 12:30 PM the same day. Hard copies of call deposits and additional bid securities must be submitted in separate envelopes. The bid validity period is 90 days. The procuring entity reserves the right to accept or reject any bid or annul the process with valid reasons.
