Tender Description
District Council Pakpattan invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for development works in Tehsil Pakpattan and Tehsil Arifwala. Contractors/Firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and meet all eligibility requirements as prescribed in the bidding documents. The procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System.

The scope includes construction and repair of culverts in the specified tehsils, requiring compliance with detailed specifications, BOQ, and contract conditions available for free download from the Punjab e-Procurement System and PPRA Punjab website. Bidders must submit bids electronically by 03-09-2026 at 12:30 PM, with opening at 1:30 PM the same day at the District Council Pakpattan office. Bid Security equal to 5% of the estimated cost must be submitted only via Digital Bank Guarantee (e-Bank Guarantee) through the Punjab e-Procurement System. Physical bid securities such as CDR, Pay Order, or Demand Draft will not be accepted. Successful bidders must also furnish a Performance Security equal to 5% of the contract price through SWIFT MT760.
Eligibility requires PEC registration for the relevant financial year, valid FBR/ATL status, and compliance with all bidding conditions. Financial bids must quote unit rates item-wise and be free of overwriting or blank entries. Bids submitted by email, courier, or by hand will not be accepted.
