Construction & Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, HMC Hyderabad (Phase 3)

Hyderabad Municipal Corporation invites electronic bids from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete (CC) blocks at various locations in UC 145 TMC Qasimabad, Hyderabad. This tender is part of the development schemes under the Hyderabad Municipal Corporation for the financial year 2026-27. The procurement follows the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (amended). Items being procured: - Construction & repair of paving block / CC block at various places in UC 145 TMC Qasimabad, HMC Hyderabad (Phase 3) The scope includes dismantling existing cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with specified strength and natural colors, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. The work must be executed in a substantial and workmanlike manner following the specifications and drawings provided. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR Active Taxpayer List (ATL), registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, minimum two similar completed works in the last two years, two ongoing projects of similar nature, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, and availability of required technical staff and equipment. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- must be submitted via Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost is mandatory and must be submitted both as scanned copies via E-PADS and original hard copies before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bids will be opened on 26-10-2026 at 12:00 Noon in the presence of the Procurement Committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. Performance security of 10% of contract price is required from the successful bidder. The contract period is 24 months with a defect liability period of minimum 24 months after completion.
