Installation of RCC Pipeline and Construction & Repair of Paving Block at Various UCs in Hyderabad Municipal Corporation

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms registered with Pakistan Engineering Council (PEC) and other relevant authorities for the execution of multiple development schemes involving installation of RCC pipelines and construction and repair of paving blocks at various Union Councils (UCs) under Hyderabad Municipal Corporation in the city of Hyderabad, Sindh. The procurement covers extensive civil works including installation of 18'' and 12'' diameter RCC pipelines across multiple phases in villages such as Tahir Soomro, Lalo Palari, Misri Rind Goth, Amardas Thakur, Marvi Town, Railway Colony Barkati Masjid, Benazir Colony near Sehrish Nagar, Qasimabad, Juneja Colony, and others. Additionally, the contract includes installation of water supply lines of 6'' diameter and sewerage pipelines, as well as construction and repair of cement concrete (CC) paving blocks at various locations within the jurisdiction of Hyderabad Municipal Corporation. Items being procured: - Installation of RCC pipeline 18'' & 12'' diameter at UC-151 Village Tahir Soomro & others (Phases 1 to 8) - Installation of RCC pipeline 18'' & 12'' diameter at UC-154 Village Lalo Palari & Misri Rind Goth (Phases 1 to 6) - Installation of RCC pipeline 18'' diameter at UC-154 Village Amardas Thakur (Phases 1 to 8) - Installation of RCC pipeline 12'' diameter at UC-157 Marvi Town - Installation of RCC pipeline 18'' diameter at UC-142 Railway Colony Barkati Masjid (Phases 1 to 8) - Installation of RCC pipeline 18'' diameter at UC-153 Benazir Colony near Sehrish Nagar (Phases 1 to 8) - Installation of RCC pipeline 18'' diameter at UC-152 Phase-II Qasimabad (Phases 1 to 5) - Installation of RCC pipeline 18'' diameter at UC-127 Juneja Colony (Phases 1 to 7) - Installation of water supply line 6'' diameter in various UCs of TMC Qasimabad and TMC Hussainabad (Phases 1 to 8) - Installation of RCC sewerage pipeline 18'' in UC-157 Samanabad Society (Phases 1 and 2) - Installation of 500 RFT water supply line 6'' diameter in UC-157 at Samanabad Society - Installation of 2000 RFT RCC pipeline 24'' diameter at UC-158 Village Muhammad Bux Shoro (Phases 1 to 7) - Providing paving blocks at UC-158 Village Muhammad Bux Shoro (Phases 1 to 7) - Installation of 3000 RFT RCC pipeline 24'' diameter at UC-155 & 156 Village New Karan Khan Shoro & Vikio Palari (Phases 1 to 10) - Installation of 2000 RFT RCC pipeline 18'' diameter in UC-155 Village Sajan Detho TMC Qasimabad (Phases 1 to 5) - Construction and repair of paving block / CC block at various places in UC-145 TMC Qasimabad, HMC Hyderabad (Phases 1 to 8) - Construction and repair of paving block / CC block at various places in UC-159 TMC Qasimabad, HMC Hyderabad (Phases 1 to 8) The technical scope includes all civil works related to pipeline installation, earthworks, carriage of materials, cement concrete works, paving block flooring with specified strength and dimensions, and related finishing and curing activities. The works are to be executed in a professional and workmanlike manner in accordance with the specifications and drawings provided by the Hyderabad Municipal Corporation. Eligibility criteria require bidders to have valid PEC registration in the relevant category for the year 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board, valid NTN and sales tax certificates, experience of at least two similar completed works in the last two years, ongoing projects of similar nature, financial soundness demonstrated by bank statements, and submission of an affidavit confirming no blacklisting or litigation. Bidders must also provide work methodology and execution plans. Tender documents are available for download from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from a scheduled bank in favor of Hyderabad Municipal Corporation. Both scanned copies and original hard copies of tender fee and bid security must be submitted as per instructions. Bids must be submitted electronically via E-PADS only by 26-10-2026 at 11:00 AM. Bid opening will be held on the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the procurement committee and bidders' representatives. Manual bids will not be accepted. The contract period for completion is 24 months. Performance security of 10% of contract price is required from the successful bidder. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Bidders are advised to carefully review all bidding documents and ensure compliance with all mandatory requirements to avoid disqualification.
