Construction & Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 5)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete (CC) blocks at various locations in UC 159 TMC Qasimabad, Hyderabad. This tender is part of the development schemes under the Hyderabad Municipal Corporation for the financial year 2026-27. Items being procured: - Construction & Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 5) The scope includes dismantling existing cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with specified strength and natural colors, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain works including placing, compacting, finishing, and curing. The work is to be executed in a substantial and workmanlike manner as per specifications and drawings provided by the Hyderabad Municipal Corporation. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, minimum two similar completed works in the last two years, minimum two ongoing projects of similar nature, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, and availability of required technical staff and equipment. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted as Call Deposit, Pay Order, Bank Draft, or Bank Guarantee in favor of Hyderabad Municipal Corporation. Bids must be submitted electronically through E-PADS only by 26-10-2026 up to 11:00 AM. Bids will be opened the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. Original tender fee and bid security must be submitted in sealed envelopes before bid opening time. The contract period is 24 months with a defect liability period of minimum 24 months after completion. Performance security of 10% of contract price is required from the successful bidder. The Hyderabad Municipal Corporation reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Bidders are advised to carefully review all terms and conditions and ensure timely submission through the e-procurement portal to avoid disqualification due to technical issues or incomplete documentation.
