Construction & Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 6)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the construction and repair of paving block and cement concrete (CC) block works at various places in UC 159 TMC Qasimabad, Hyderabad. This tender is part of the development schemes under the Annual Procurement Plan for the financial year 2026-27. The works involve dismantling cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with natural colors, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. Items being procured: - Dismantling cement concrete plain 1:2:4 - Earth work for road embankment by bulldozer including ploughing, mixing, clod breaking, dressing and compacting - Carriage of materials like stone aggregate, spawl, coal, lime, surkhi, bricks, tiles, timber, fuel wood - Cement concrete brick or stone ballast 1 1/2" to 2" gauge - Providing & fixing cement paving blocks flooring of size 197 x 97 x 60 mm with strength between 5000 PSI to 8500 PSI - Erection and removal of centering for RCC or plain cement concrete works - Cement concrete plain including placing, compacting, finishing and curing The technical scope covers installation and repair of paving blocks and CC blocks at multiple locations within UC 159 TMC Qasimabad under Hyderabad Municipal Corporation jurisdiction. The contract period is 24 months with a defect liability period of minimum 24 months after completion. Bidders must be registered with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, have active taxpayer status on FBR ATL, valid Sindh Revenue Board registration, NTN and sales tax certificates, and demonstrate experience with at least two similar completed and two ongoing projects. Submission of bank statements for the last three years and an affidavit on e-stamp paper confirming no blacklisting or litigation is mandatory. Tender documents can be downloaded from the SPPRA E-Procurement System (E-PADS) portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted as Call Deposit, Pay Order, Bank Draft, or Bank Guarantee in favor of Hyderabad Municipal Corporation. Both scanned copies and original hard copies of tender fee and bid security must be submitted before bid opening. Bids must be submitted electronically through E-PADS only. Manual bids will not be accepted. Bids will be opened on 26-10-2026 at 12:00 Noon in the presence of the Procurement Committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. Hyderabad Municipal Corporation reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Performance security of 10% of contract price is required from the successful bidder.
