Construction & Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 8)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms registered with relevant authorities for the execution of development schemes in Hyderabad, Sindh. The current tender is for the construction and repair of paving blocks and cement concrete (CC) blocks at various locations in UC 159 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 8). The procurement is conducted under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction & repair of paving block / CC block at various places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 8) The technical scope includes dismantling cement concrete, earthwork for road embankment, carriage of materials, cement concrete brick or stone ballast, providing and fixing cement paving blocks with natural colors and specified strength, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. The work is to be completed within 24 months. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, minimum two similar completed works in the last two years, minimum two ongoing projects of similar nature, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, availability of technical staff and equipment, and submission of work methodology and execution plan. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) / e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee in favor of Hyderabad Municipal Corporation. Bids must be submitted electronically through E-PADS only. Manual bids will not be accepted. Scanned copies of tender fee and bid security must be uploaded, and original instruments must be submitted in sealed envelopes to the office of the Executive Engineer Hyderabad Municipal Corporation before bid opening time. The bid submission deadline is 26-10-2026 at 11:00 AM, with bid opening on the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Performance security of 10% of contract price is required from the successful bidder. The defect liability period is a minimum of 24 months after completion.
