Tender Description
The Pakistan Airports Authority (PAA) is inviting Expressions of Interest (EOI) from experienced and internationally capable firms for the conceptualization, design, installation, operation, and maintenance of innovative controlled passenger leisure and recreation attractions at designated landside and terminal environments of PAA airports including Jinnah International Airport Karachi, Allama Iqbal International Airport Lahore, and Islamabad International Airport Islamabad.
This initiative aims to introduce globally benchmarked, safe, and controlled experiential offerings to enhance passenger engagement and non-aeronautical revenue, positioning PAA airports as experience-led destinations. The scope includes aerial and elevated experiences such as controlled zipline and glide-based experiences, elevated viewing or chair-lift style concepts, and glass-enclosed slides or guided movement systems. Observation decks and interactive or controlled leisure concepts are also part of the proposal categories. Each attraction will be served by dedicated exclusive lift and/or escalator access, subject to applicable approvals and structural feasibility assessments.
Interested firms must demonstrate relevant experience in experiential attractions, leisure infrastructure, aviation, or comparable environments. Compliance with PAA security and ASF requirements, applicable statutory and regulatory approvals, and environmental assessments are mandatory. Firms should have a strong approach toward structural, operational, safety, security, and crowd management considerations. Insurance and regulatory compliance frameworks must be proposed.
The submission deadline is set for 1st November 2023. Proposals should be submitted to the respective C.O.O./APM of the concerned airport. Bidders are advised to ensure their technical and regulatory documentation is complete and to clearly indicate airport-wise details as required. Earnest Money or CDR requirements are not explicitly mentioned but bidders should be prepared to comply if requested in subsequent stages.
