Design and Development of UAS-ASMS Phase II Hardware and Software

The Ministry of Defense, through the Project Director of its Green-AI Project Management Unit based in Rawalpindi, is procuring the design and development of UAS-ASMS Phase II, encompassing both hardware and software components. This procurement is part of the PSDP approved project titled Development of ICT and Artificial Intelligence (AI) Based Precision Agriculture Systems Utilizing Dual-Use Aerospace Technologies - Green-AI. The project aims to upgrade the existing Unmanned Aircraft System Airspace Management System (UAS-ASMS) to enable simultaneous monitoring and control of multiple UAVs through a single Ground Control Station (GCS) for agricultural applications such as crop scouting, remote sensing, spraying, and seeding. The technical scope includes procurement of core hardware items such as 15-inch laptops with 14th Gen Core i7 processors, telemetry modules, flight sticks, throttle controls, GSM/GPRS modules, battery packs, chargers, power modules, TTL converters, and USB extenders. Additionally, the project requires customized GCS software development with advanced features including multi-UAV control, secure authentication, real-time telemetry, mission planning, and command and control integration with a central C2 center. The system must support RTK positioning, multiple communication links including SATCOM and GSM, and provide comprehensive logging and alert mechanisms. Eligible bidders must be registered with Income Tax and Sales Tax Departments and demonstrate relevant experience in design and development of agricultural UAVs and drones. The bid security is set at PKR 200,000, and performance guarantee at 10% of the contract amount is required. The bid submission deadline is 15 May 2026 at 10:30 AM, with bid opening at 11:00 AM on the same day at Project GreenAI, Alpha 19, Old Airport Road, Rawalpindi. Bidders should submit technical and financial proposals in separate sealed envelopes as per the single stage-two envelope procedure. A practical tip for bidders is to ensure strict compliance with the technical specifications and submission requirements, including the provision of bid security and all required annexures, as non-conforming bids will be rejected.
