Tender Description
The Planning and Development Department Project Coordination and Monitoring Unit (PCMU) in Karachi, Sindh, is procuring the development of a GIS-Based Project Mapping System. This system aims to enhance spatial visualization and monitoring of development projects across Sindh. The assignment involves designing and implementing a user-friendly GIS platform using open-source tools such as QGIS, Leaflet, and GeoServer. The system will enable visualization of project locations, progress tracking, and reporting features to support improved decision-making.
The technical scope includes reviewing and organizing project data, creating GIS layers for project locations and sectors, developing an interactive web-based GIS interface, and building dashboards for geographic distribution and project status indicators. The consultant will also conduct testing, validation, training, and provide user manuals. The project duration is three weeks from contract signing.
Eligible candidates must hold a Master's degree in GIS, Geomatics, Geography, Computer Science, IT, or related fields from an HEC-recognized university. They should have at least three similar assignments involving GIS systems or spatial data visualization, proven experience with GIS software like QGIS and ArcGIS, and preferably experience with public sector projects. Valid CNIC and an affidavit confirming no blacklisting are mandatory.
The submission deadline is within 15 days of publication, with applications submitted through the e-Pak Acquisition and Disposal System. Interested consultants should submit their CV, CNIC, affidavit, academic and experience certificates, and portfolio. The submission address is the PCMU office at Sindh Bureau of Statistics Building, Clifton, Karachi. Contact details include phone 021-99205862-3 and emails info@pcmu.gos.pk or procurement@pcmu.gos.pk.
A practical tip for bidders is to ensure all technical documents and portfolio evidence clearly demonstrate relevant GIS experience and public sector familiarity, as these are critical for shortlisting. Timely submission through the specified e-platform is essential to avoid disqualification. Earnest Money or CDR requirements are not specified but maintaining readiness for any financial bid stage is advisable.
