Digital Transformation and Integrated Enterprise Resource Planning (ERP) System in Pakistan Civil Aviation Authority (PCAA)

Pakistan Civil Aviation Authority (PCAA) invites electronic bids from eligible bidders for the procurement of Non-Consultancy Services for Digital Transformation and Integrated Enterprise Resource Planning (ERP) System in Pakistan Civil Aviation Authority. The procurement will be conducted through EPADS v2.0 using a Single Stage-Two Envelope procedure adopting Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2026 and instructions issued by the Authority. Items being procured: - Digital Transformation and Integrated Enterprise Resource Planning (ERP) System Bidders must submit bids accompanied by a Bid Security of PKR 1,400,000 in the form of a Pay Order favoring Pakistan Civil Aviation Authority. Financial bids shall not be submitted as hard copies and must only be uploaded to EPADS v2.0. Detailed e-bidding documents including terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://vendors.epads.gov.pk/. The e-bids must be submitted through EPADS v2.0 on or before 16th November 2026 by 11:00 AM. Proposals will be opened the same day at 11:30 AM. Manual submission of bids will not be entertained. A Pre-Bid meeting is scheduled for 10th November 2026 at 3:00 PM in the Main Conference Room, PCAA HQ, Karachi. Eligibility includes compliance with Public Procurement Rules, submission of earnest money, and adherence to technical bid requirements. Bidders should ensure timely submission via EPADS and carefully follow the instructions to avoid disqualification.
