Integration of Online Payment Services by National Information Technology Board

National Information Technology Board (NITB) Islamabad invites sealed bids from eligible Scheduled Banks and Licensed Fintech Companies registered with SECP and licensed by the State Bank of Pakistan (SBP) for the Integration of Online Payment Services. This procurement aims to facilitate digital payments for multiple public sector fees and levies including utility bills, government taxes, service fees such as licensing and certificates, and other citizen services. Items being procured: - Integration with NITB owned digital platforms for payment processing - Support for multiple payment channels including Credit/Debit Cards, QR codes, IBFT, branchless banking, Request to Pay (RTP), RAAST Payment Option - Real-time transaction settlement and payment confirmation via API - Automated and consolidated reconciliation tools - 24/7 availability with data encryption and compliance with SBP regulations - Detailed reporting dashboards - API/SDK with sandbox and UAT environment - Callback and refund mechanisms - SLA for uptime, incident response, and resolution - Dispute resolution and chargeback handling - Dedicated technical account manager and support team - Training for NITB technical/helpdesk staff The scope includes secure payment processing, compliance with PCI-DSS, multi-factor authentication, fraud detection, AML/CFT monitoring, data residency within Pakistan, periodic VAPT, and audit trails as mandated by SBP. Bidders must meet strict eligibility criteria including SBP licensing, FBR registration, minimum paid-up capital, PCI-DSS certification, five years of relevant experience, and a clean regulatory record. Bids must be submitted electronically through the e-PADS portal by **26 October 2026 at 1100 hours**. A pre-bid meeting will be held at NITB premises in Islamabad on 19 October 2026 at 1030 hours. Original Bid Security of PKR 4 million must be submitted to NITB office before the deadline. Technical bids will be opened on the same day at 1130 hours.
