Tender Description
This tender invites qualified contractors registered with Pakistan Engineering Council for the 2025-26 financial year to participate in the establishment, rehabilitation, and missing facilities development of government colleges across the Sukkur region including districts Khairpur, Ghotki, and Sukkur itself. The scope covers civil works for new buildings, academic blocks, auditoriums, and physical colleges with estimated costs ranging from PKR 3 million to PKR 133 million. The works require contractors to have proven financial capacity, technical expertise, and construction equipment to execute multi-million rupee projects within stipulated timelines. The projects are located in urban and semi-urban areas of Sindh province, demanding careful planning and execution to meet local environmental and structural standards.
The tender process follows the Single Stage, Two Envelope procedure with technical and financial proposals submitted separately. Contractors must submit a bid security of 5% of the estimated cost and a non-refundable tender fee. The technical evaluation requires submission of past completed and ongoing works, machinery details, qualified personnel, and financial statements proving turnover of at least 80% of the tender value. The financial bids of only technically qualified firms will be opened. The tender documents are available on the Sindh Public Procurement Regulatory Authority's E-Pads portal.
Compliance with PEC registration in the relevant category, active tax status with FBR and Sindh Revenue Board, and submission of affidavits regarding litigation and blacklisting status are mandatory. The contract includes a 24-month completion period with liquidated damages applicable for delays. Performance security of 5% of contract value is required. The tender emphasizes strict adherence to SPPRA rules and anti-corruption measures.
Bids must be submitted online by 10:00 AM on 20-April-2026 with technical proposals opened the same day at 11:00 AM in the office of the Executive Engineer College Education Works Division Sukkur. Financial bids will be opened later for technically qualified bidders. The tender process is transparent and governed by Sindh Public Procurement Rules 2010 with amendments. Interested contractors should prepare their bids carefully, ensuring all mandatory documents and requirements are met to avoid disqualification.
Pro-Tip: Ensure your bid security is issued from the company's own bank account and that all technical documents including PEC registration, tax certificates, and affidavits are current and properly attested. Missing or incorrect documentation is a common cause of rejection. Also, carefully review the tender notice for any addenda or corrigenda published on the E-Pads portal before submission.
