Hiring, Renovation, Refurbishment, Modernization, Operation and Maintenance of Working Women Hostel at Officer Colony, Garden Road, Karachi

The Ministry of Housing & Works, Government of Pakistan, through its Estate Office Management Regional Directorate Karachi, invites electronic proposals/bids via EPADS v2.0 for the hiring, renovation, refurbishment, modernization, operation, management, and maintenance of the Working Women Hostel located at Officer Colony, Garden Road, Karachi. This procurement is conducted on an "as is where is" basis in accordance with the Disposal of Public Assets Regulations-2024. Items being procured: - Working Women Hostel property covering approximately 1,073 square yards - Ground plus two-floor building - 24 family suites - Reserved monthly rent of Rs. 300,000/- - Lease period of 20 years The scope includes comprehensive renovation, refurbishment, modernization, furnishing, operation, and routine/preventive maintenance of the hostel at the bidder's own cost. Structural alterations or additions require prior written approval. The lease is extendable subject to satisfactory performance and approval. Eligibility criteria require legal registration/incorporation in Pakistan with valid NTN and ATL status, adequate financial capacity with documentary evidence, and possession or undertaking to obtain all required registrations, licenses, NOCs, certifications, and statutory approvals before operations. Bidders must not be blacklisted or debarred by any government or regulatory authority. Relevant experience in hostel, healthcare, medical, diagnostic, educational, institutional, training, professional, or allied services is mandatory. Compliance with applicable building, fire-safety, environmental, health, labor, municipal, and other statutory requirements is essential. The bid security is 2% amounting to Rs. 72,000/-. Bids will be evaluated with 80% technical weightage and 20% financial/public value. The technical threshold is 35 out of 50. The procedure is Single Stage Two Envelope. Submission deadline is 30th October 2026 at 11:00 A.M., with technical opening at 11:30 A.M. Bids must be submitted electronically only through EPADS v2.0; manual or physical submissions will not be accepted.
