Maintenance Repair Upgradation Dispensaries Federal Community Health Preventive Services Centers Karachi FC Area

The Ministry of National Health Services, Regulations & Coordination, located at Block-47, Pakistan Secretariat Saddar, Karachi, is procuring maintenance, repair, and upgradation works for dispensaries to convert them into Federal Community Health & Preventive Services Centers in the Federal Capital Area of Karachi. This procurement is planned for the financial year 2025-26 and is being conducted under the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. The scope of work includes civil construction activities such as repairs, maintenance, and upgradation of dispensary facilities. The project requires mobilization of eligible materials and equipment, and the contractor must comply with the technical specifications and bidding documents. The contract duration is 120 days with a quantity of 5000 units. Eligible bidders must have valid PEC registration in category C-3 or above, active FBR registration, and must provide fresh affidavits on e-stamp paper. Experience of at least two similar works of equal or greater cost completed in the last five years is required. Technical staff including a Bio Medical Engineer, Civil Engineer, Electrical/Mechanical Engineer, and Estimator/Surveyor with relevant experience must be available. The annual turnover should be at least PKR 10 million. Bids must be submitted electronically through EPADS v2.0 by June 22, 2026, 10:00 AM. Manual submissions will not be accepted. Bid security in the form of Pay Order or CDR must be submitted in hard copy to the procuring agency before the deadline. The technical and financial bids will be opened on the same day at 10:30 AM. The procuring agency reserves the right to reject all bids and blacklisting provisions apply for non-compliance.
